RULES   AND REGULATION

I replaced all Manthan-specific details, removed the unsupported government-authority statement, and corrected the ₹50 fee clause. Agnipankh’s official website currently lists Paper-I fees of ₹385 for Classes 1–4 and ₹485 for Classes 5–10, with separate Paper-II and late fees. It also states that the Foundation is an independent NGO. [Official examination details](https://agnipankh.in/agnipankh-scholarship/) and [official disclaimer](https://agnipankh.in/).

# AGNIPANKH SCHOLARSHIP EXAMINATION

## Terms and Conditions – Academic Year 2026–27

These Terms and Conditions apply to students participating in the *Agnipankh Scholarship Examination, conducted by **Kalams Agnipankh International Foundation*, hereinafter referred to as “the Foundation” or “the Examination Authority.”

### 1. Voluntary participation

Participation in the Agnipankh Scholarship Examination is completely voluntary. The parent/legal guardian confirms that the student is participating with their knowledge and consent and without force, pressure, or coercion.

### 2. Responsibility of the parent/guardian

The parent/legal guardian shall be responsible for the safety, supervision, and conduct of their ward before and after the examination. Arranging transportation to the examination centre and returning the student safely home shall be the responsibility of the parent/legal guardian.

### 3. Accuracy of application information

The parent/legal guardian must provide complete and correct information in the online or offline application form. The Foundation may cancel the student’s application, candidature, result, scholarship, or prize if any information or document is found to be false, incomplete, misleading, forged, or inconsistent with the eligibility conditions.

### 4. Examination fees

The applicable examination fees for the academic year 2026–27 are:

  •  *Paper I – Classes 1 to 4:* ₹385
  •  *Paper I – Classes 5 to 10:* ₹485
  •  *Paper II – Classes 1 to 10:* ₹185, wherever applicable
  • *Late fee:* ₹100 during the officially notified late-application period

The Paper-I fee includes the examination fee and study material, as stated in the official notification. Fees and payment deadlines may be revised only through an official announcement by the Foundation.

### 5. Payment and acknowledgement

Examination fees must be paid only through the official payment facility or to an officially authorised Agnipankh coordinator. Before making an offline payment, the parent/guardian must verify the coordinator’s official identity.

A valid payment receipt or electronic acknowledgement must be obtained and preserved until completion of the examination process. The Foundation shall not be responsible for payments made to an unauthorised person, unofficial account, or unverified payment link.

### 6. Additional educational material

Any amount spent by the parent/guardian on additional guidebooks, practice papers, coaching classes, online classes, online tests, transportation, accommodation, or other educational services is separate from the official examination fee.

Purchasing such additional material or services is voluntary and does not guarantee selection, rank, scholarship, or prize.

### 7. Allotment of examination centre

Examination centres may be arranged at selected schools or other suitable locations at the Taluka, district, or nearby convenient level. The Foundation shall allot the centre based on the number of candidates, availability of suitable premises, administrative feasibility, and other relevant circumstances.

The examination centre mentioned on the hall ticket shall ordinarily be treated as final. However, the Foundation may change the centre when reasonably necessary.

### 8. Change of examination venue

If the allotted venue becomes unavailable because of another event, government instructions, local restrictions, natural disaster, safety concerns, or any unavoidable circumstance, the Foundation may arrange an alternative venue.

Such a change may result in a reasonable delay in starting the examination. Parents, guardians, and students are expected to remain patient and cooperate with the centre coordinator and examination staff.

Any change shall be communicated through the official website, registered mobile number, WhatsApp, SMS, email, hall ticket, coordinator, or another appropriate communication channel.

### 9. Postponement or cancellation

The Foundation may postpone, reschedule, relocate, suspend, or cancel an examination at a particular centre or across multiple centres due to unavoidable circumstances, including:

  •  Natural disasters or severe weather;
  •  Government orders or restrictions;
  •  Law-and-order or public-safety concerns;
  •  Non-availability of the examination venue;
  •  Technical or administrative difficulties;
  •  Public health emergencies; or
  • Any circumstance beyond the reasonable control of the Foundation.

A revised schedule or further instructions will be communicated through the official channels of the Foundation.

### 10. Examination delays

Where an unexpected situation arises at an examination centre, the examination may begin later than the scheduled time. Candidates shall receive the complete prescribed examination duration even when the examination begins late, wherever operationally possible.

### 11. Clash with another examination

The Foundation is not responsible for a candidate’s inability to attend because another institution or organisation has scheduled an examination, competition, interview, event, or activity on the same date.

No separate or special examination shall be arranged for an individual candidate unless officially approved by the Examination Authority.

### 12. Hall ticket and official communication

Examination-related information may be sent to the registered mobile number or email address through SMS, WhatsApp, email, the official website, or another approved channel.

The student and parent/guardian are responsible for:

  •  Providing an active and correct mobile number and email address;
  •  Regularly checking official messages and announcements;
  •  Downloading and printing the hall ticket within the prescribed period;
  • Checking the student’s name, class, medium, photograph, centre, date, and reporting time; and
  • Promptly reporting any error to the Foundation before the examination.

Failure to read an official communication shall not ordinarily be accepted as a reason for missing the examination.

### 13. Admission to the examination centre

Candidates must carry their hall ticket and any other identification or document specified by the Foundation. Entry may be refused if the student cannot establish their identity or fails to comply with the examination instructions.

Parents/guardians may not enter the examination room unless specifically authorised.

### 14. Examination materials

Students must bring the materials specified in the hall ticket or official instructions, including blue or black ballpoint pens and a writing pad or clipboard, if required.

Electronic devices, calculators, smartwatches, books, notes, or other prohibited materials shall not be allowed unless specifically permitted.

### 15. Seating arrangements

The Foundation and the centre school shall make reasonable efforts to provide safe and suitable seating arrangements. If the original venue becomes unsuitable, the examination may be moved to another school, hall, auditorium, or other appropriate venue.

The safety and reasonable comfort of participating students shall be given due consideration while arranging an alternative venue.

### 16. Verification of question paper and answer sheet

Before beginning the examination, the student should check whether the question paper and OMR answer sheet correspond to their class, medium, paper, and subject.

Any discrepancy must be immediately reported to the invigilator without writing on the incorrect paper or answer sheet. If an administrative error is discovered later, the Examination Committee shall examine the matter and take an appropriate decision in the interest of fairness and affected candidates.

### 17. OMR answer-sheet instructions

Candidates must follow all instructions for completing the OMR answer sheet. The Foundation may not be able to evaluate an OMR sheet that is damaged, incorrectly marked, incompletely filled, overwritten, or completed using an unauthorised method.

Where provided, candidates must preserve the carbon copy or candidate copy of the OMR answer sheet until the result process is complete.

### 18. Unfair means and misconduct

A candidate may be disqualified for copying, impersonation, exchanging materials, possessing prohibited devices, disturbing other candidates, damaging examination property, disobeying authorised staff, or using any other unfair means.

The Foundation may cancel the candidature, result, scholarship, or prize after reviewing the available evidence and giving due consideration to the circumstances.

### 19. Results and answer keys

Results and merit lists will be published through the official website:

*[www.agnipankh.in](https://www.agnipankh.in)*

Provisional or final answer keys, OMR-related information, and other supporting records may be published according to the examination policy. Candidates must submit objections, correction requests, or grievances within the prescribed time and in the prescribed manner.

### 20. Merit and scholarship decisions

Scholarships and prizes shall be awarded according to the officially published examination pattern, eligibility conditions, merit criteria, tie-breaking rules, participation requirements, verification process, and prize policy.

A rank, scholarship, certificate, medal, or prize cannot be claimed merely by appearing for the examination.

### 21. One candidate—one prize

Unless otherwise stated in an official notification, a ranked candidate shall ordinarily receive only one principal prize at the highest applicable level. The same candidate shall not claim separate principal prizes at the state, district, Taluka, and school levels for the same examination.

Participation certificates, merit certificates, or other recognitions may be issued separately according to the applicable policy.

### 22. Participation requirements for prizes

State-, district-, Taluka-, school-, group-, and class-level prizes may be subject to minimum participation requirements and other conditions published by the Foundation.

If the required number of eligible candidates is not available in a district, Taluka, school, class, or category, the Foundation may:

  •  Withhold the applicable prize;
  •  Combine eligible areas or categories;
  • Prepare a combined or divisional merit list; or
  • Provide an equivalent prize where permitted by the published policy.

Such decisions shall be based on transparency, merit, participation, and administrative feasibility.

### 23. Prize availability

Announced non-cash prizes may be replaced with another prize of reasonably equivalent value if the original item is unavailable due to supply, model discontinuation, or another unavoidable reason.

Scholarships and prizes shall be released only after verification of the candidate’s identity, academic records, eligibility, and other required documents.

### 24. Emergency online examination

If a physical examination cannot be conducted because of a government restriction, emergency, disaster, public-health situation, or another unavoidable circumstance, the Foundation may propose an online or remotely proctored examination.

The applicable rules, technical requirements, identity-verification procedure, privacy information, and examination pattern shall be communicated before such an examination.

Any change to online mode, candidate choice, fee adjustment, or refund shall be governed by the specific official notice and refund policy issued for that situation.

### 25. Refund policy

Fees once paid shall be handled according to the Foundation’s officially published refund and cancellation policy. Refunds, if applicable, may be limited to the relevant fee component and may exclude study material already supplied, payment-gateway charges, postage, taxes, or services already provided, subject to applicable law.

No refund shall ordinarily be payable where the candidature is cancelled because of:

  •  False or incomplete information;
  •  Ineligibility;
  •  Candidate absence;
  •  Failure to produce required documents;
  • Violation of examination rules; or
  •  Use of unfair means.

### 26. Student wellbeing

The Agnipankh Scholarship Examination is intended to support educational development and competitive-examination preparation. It is not a clinical, psychological, or definitive assessment of a student’s intelligence, personality, potential, or future success.

Parents and guardians must avoid placing excessive academic or emotional pressure on the student and must ensure that preparation does not adversely affect the student’s health, wellbeing, regular schooling, sleep, or daily routine.

The Foundation does not guarantee any particular academic result, rank, scholarship, or improvement merely because a student participates.

### 27. Independent status of the Foundation

Kalams Agnipankh International Foundation is an independent non-governmental organisation. The Agnipankh Scholarship Examination is privately conducted and is not a government examination.

Unless specifically supported by a valid written document, no statement shall be interpreted as government affiliation, approval, sponsorship, or endorsement. No government department, education board, school, public authority, or member of Dr. A.P.J. Abdul Kalam’s family is responsible for conducting the examination or awarding its scholarships and prizes.

### 28. Changes to rules, syllabus, and schedule

The Foundation may make reasonable changes to the syllabus, examination pattern, centres, dates, fees, evaluation procedure, selection criteria, scholarship structure, prize structure, or administrative process when necessary.

Material changes shall be communicated through the official website or other authorised communication channels. Changes shall operate subject to applicable law and shall not be applied arbitrarily.

### 29. Complaints, queries, and suggestions

Complaints, queries, objections, and suggestions should be submitted in writing with the student’s application number, name, class, registered mobile number, and relevant supporting documents.

### 30. Examination Authority’s decisions

Decisions of the authorised Agnipankh Scholarship Examination Committee concerning administration, evaluation, merit, tie-breaking, eligibility, prizes, scholarships, centres, and examination discipline shall be final for the internal examination process, subject to the published rules and applicable law.

### 31. Governing law and jurisdiction

These Terms and Conditions shall be governed by the laws applicable in India. Any legal dispute shall be subject to the jurisdiction of the competent courts having lawful jurisdiction in Maharashtra.
